Motion blur? Could use MegaPOV, which you can download from:

http://megapov.inetart.net/

Current version of POV-Ray doesn't have that feature available.

You should ask questions at povray.general, this group is only for posting 
POV-Ray file content (texts), commonly referred to as SDL or Scene 
Description Language.
