In the attached file, change the variable `CameraScale` to something 
different. It does not matter what number.

The result is a different picture each time. I expected them all to be 
the same, regardless of the scaling.

Could someone explain why I am wrong, and how to fix the scene?

Here's the camera block from some LDraw output generated by L3P.exe. It 
has scaling, translation and rotation of the camera, as well as some 
matrix commands. Given the weird behavior of POV-Ray, I have no idea how 
to add correct focal blur to this scene. Obviously, I want the focal 
blur point to match the look_at parameter. But POV-Ray is screwing up my 
plans.
