Some people were idiots for trying to ride the storm (see also
Galveston, TX, last summer), but many people stayed because they had no
other alternative.

Not to be cruel, but that's kind of why you're living there. It's cheap
enough for you to afford because every once in a while, you're totally
hosed. If you could afford to flee on a day's notice, you wouldn't be living
where you might have to flee on a day's notice.

Some verifiable statistics on how many people fell into this category of
need would be useful to the debate.
