No.
PGP is somewhat "proprietry", although the data format is open. So the
GNU guys thought it would be good to make a completely OSS replacement.
And, for some reason, they thought it would be funny to spell it like
PGP, but backwards.

That is, unless you have the unic decription key, it's not possible to decrypt
the content.
