Don't think so. I'm running 2.2.2 and I have none of the issues Andrew

I tries to reproduce any of those, and failed.
Possibly your hosting provider has added something that has broken
wordpress. I know I once enabled a theme and broke my rss feed and post
pages. Not fun.

another, then he's probably doomed...

Wordpress dashboard -> Manage -> Export (asuming your hosting service hasn't
disabled it)
Have you considered changing hosting companies? The one I'm using is in the
USA and very reasonable for the low-end package. $7/month I think.
