In Chrome all I see is HTML code, not the intended rendered document.

it has been already covered by the subject "lib.povray.org sending html
in text/plain.

As stated then (2014-09-03):

It was "done on purpose"... against bots. It's a shame, and html
breaks the navigation too, but I have no solution.

At least when you download the submission, you get to read it correctly.
But still no solution for online.

You mean bots were making Object Collection submissions? Where are all 
these awesome scene files?

Older, less secure versions of Micro$haft Internet Exploder have been 
programmed to second-guess the server, and render the documents in all 
their richly-styled glory.  (I dare you.)
