No matter what I do, when I begin a render, in render options it says my
antialiasing is turned off.
For example, I began a render with
+A0.3 +AM2 +R3 +Q11
and render options are as follows:
Render Options
Quality: 9
Bounding boxes.......On Bounding threshold: 3
Antialiasing.........Off
Am I doing something wrong?

Apparently. Are you starting the render via an .ini file? If so, maybe
that .ini file turns off anti-aliasing.
Which version of POV-Ray are you using?

It's version 3.7 RC5. I'm starting it from command line.

Quite odd. What operating system?
Can you post the complete message output?
What happens if you /do/ use an .ini file?

my OS is LinuxMint 64-bit. Here is the entire output. I'll try with an .ini
file after the current render has finished.
