On the source editor there is a blue left hand margin hich I guess is for
displaying line numbers but if so I can't find a way to turn them on. Or am I
wrong in assuming this?

Try this:
http://wiki.povray.org/content/Documentation:Windows_Section_5.1#Editor_Preferences_Dialog
scroll down it's several screens down ....
Familiarity with the documentation is a VITAL part of learning POV .... grab
a cup of coffee and dig in!

I'm using POV3.6.
Options/Editor Window/Editor Preferences is ignored by the program, ie. just
doesn't bring up any window. Any ideas?

Some (but not all) of the editor preferences are context sensitive and apply to
a specific document. Open or create a document with the .pov extension and then
go to the options.
