From my experience, it mostly is a combination of both, but as generally 
external modellers do not create materials the same way as POV-Ray (using 
shaders for instance) I usually end up with making my own materials in 
POV-Ray and applying them to the generated models. Poseray is extremely 
useful in that regard as it allows to combine the models with POV-Ray 
materials (and many other useful things besides).
