Try "Editor / Editor Preferences..."; in the dialog, go to the "Misc"
tab. In the bottom-right of that pane, there's a "Max undoable actions"
section; make sure it's set to "Unlimited", or "Limited to" something
sufficiently larger than 0.
If it already appears to be set to a sane value, you may try changing
it, closing and re-starting POV-Ray, then setting it back to "Unlimited"
and again restarting POV-Ray. Just in case something in the undo
mechanism got "jammed", this might "shake" it enough so that things fall
back into place.

I went to the "Max undoable actions" and I saw that is was set to "limited to 0"
(how that got there is a complete mystery to me). I set it to Unlimited,
restarted
povray and everything works fine now.
