Is there in Povwin, the equivalent of what the j key does in Blender after
rendering, switching between two render buffers to compare the last rendered
file to the previous one, or any comparable feature to easily compare the last
two rendered images?

Not as-such. By default an image takes the name of the file, so successive 
renders overwrite the image file. I think that the simplest way of getting 
something similar is to use the command-line box at the top of the editor 
screen to specify non-default file names. For example use +oMyFile1.bmp for 
the first image and increment the number to generate successive images that 
you wish to keep. Then you can open any two of the images that you've kept 
side-by-side from file manager.

The latest Blend2pov now also allows to point at the 3.7 beta so I can use the
Blender alternate buffer for it too.
