To the right of the resolution dropdown list, you'll find an (initially 
empty) text box, where you can enter any options you'd "normally" put on 
the command line.

Absolutely!

Just create a file with the extension ".ini" (but otherwise any name you 
like) in the same directory as your scene file, put the desired options 
in there plus a line reading "Input_File_Name=MyScene.pov", and "run" 
that .ini file instead of the scene file to render.

You can also create multiple .ini files referring to the same scene 
file, so you can e.g. pick a different subset of frames to render.
