After turning decimal line numbering on in "Editor Preferences" during a
session and then exiting, upon re-starting PovRay, the line numbering
default is back to "off".  Is there any way to make the line numbering
default "on" so I don't have to reset this every time?

It looks to me like a bug in the Windows POV-Ray editor. I get the same in 
3.6 and 3.7 Beta 32 on Vista. Other preferences seem to be saving themselves 
ok between sessions, but that particular option seems to revert to 'off' 
each time I restart the editor. It may be worth reporting it as a bug.
