I'm trying to get a realistic water texture.

Relevant Files Are:

http://cg1.org/render.png - What I get when I render

The problem is readily apparent in the render, namely the blue and white 
specks on the water surface. These do NOT occur with a black sky, but I 
can't for the life of me figure out what's causing it.

You are using fresnel reflection (as you should for water), which peaks 
when just grazing the surface. The white specks are simply reflections 
of the horizon. My suggestion is to dump the fog and use something more 
realistic. A finite sky helps, in reality the sky and ground are roughly 
spherical.
Also, use rgbf < 1, 1, 1, 1> for the water pigment, and color it with 
absorbing media or interior attenuation. This is much more 
realistic...water is colored by its volume, not by its surface. Doing 
this will let its color be affected by the depth of the water.

Oh, and work on your indentation scheme, it's kind of...random. 
Consistent indentation greatly improves readability, look at the code on 
these groups for examples of common indentation styles.

Update: Antialiasing helps the foreground, but the background is still bad.
