How do i convert Terragen files into a format useable as a POV height field?
I guess this means .ter file to .tga?

Unfortunately I don't know of a direct conversion route. The program
Leveller - http://www.daylongraphics.com/ - can import .ter files and
export to POV-Ray but it is a roundabout method of getting there.

You can try HCREdit by fellow Pover Christof Hormann.

Export the terrain file as RAW 16 bits, Intel byte-order, write down the
size (default is 257 x 257)
Import it in HCREdit as RAW, same size, skip header size 1 (otherwise it's
just snow), 16 bit grayscale
Save as PNG 16 bits for use in POV-Ray
You'll have to reverse it scale <1,1,-1> translate z
To get an exact result you'll have to note the exact size and height of the
terrain in TG and scale it accordingly in POV-Ray.

(disclaimer : this is fresh knowledge as I discovered all this a couple of
hours ago !)

You can try "wilbur", though I had some problems with it.
A perfect job does "forester" by Stephen Dartnall. It is not free, but it is
the only program capable of reproducing the exact camera settings as in
terragen.

Firmament v1.6 - http://www.mclusky.co.uk/firmament/ - will allow the user
to 'import' .tga files, but not export...

There are various RAW formats allowed for exporting to, as well as a windows
bmp format (with For Export Only,
http://homepages.ihug.co.nz/~jomeder/feo/index.html)...  Take a stab with
those perhaps...
