How about photons? Or the way I'd probably go about it is use a colour map
on the water and give the finish a high ambient setting.

Well, what you are usually seeing is highlights on the surface of the
water and refracted images of the light source. Make a high ambient
shape as the light source's look_like object, give the water some
specular highlight and make sure the refraction is right and the
max_trace level is high enough. If you still aren't satisfied, you could
put an emitting media in the water to make the water itself glow. Or
maybe scattering media if you have multiple colors of light sources.
