I was tryinging to work on a heightened scene object and got the message
that this file was not found. A search of my computer did not find it. I
redownloaded the program,yet recieved the same message. Can anybody
help?

Is that a sample scene file you have there? Or is it one you made
yourself? Need to know a bit more to answer. Can you please post here
the part of the pov script that has "movray.tga" in it? I was guessing
it may have been a demo from the DOCS yet I did not find any such
reference there.
There are cases where you would create the tga image first in POV-Ray
before using it again as a heightfield (which is what I'm guessing you
are using). If this is for a 'height_field' you will need the associated
image file (*.tga, *.png, *.bmp, etc.) in order to complete the scene.
Do not re-download again simply because a file appears to be missing,
this would hardly ever be true. Best ask about it first.
