Are there any other examples any where of working
with the df3 files other than the one in the povray
3.1 scenes tree. Or better yet, some more documentation
somewhere?

Look in povray.text.tutorials at 9/3 PoD to get a utility to make 3df files 
from targa files and 9/3 Peter Pov for a description of them.
Also 9/3 in povray.binaries.images Peter Pov posted an example picture.
