Graphics Workshop 95 is the way to go IMHO.  More file supports than you can shake a
stick at and will create avi's.  The only downside to it is the annoying voice
message telling you to regester when you close.

If you can handle command-line programs, and are only going to be
working on images 640x480 or less, I'd strongly suggest Image Alchemy
(from http://www.handmadesw.com/hsi/download.html)

The free version does up to 640x480, and it also does more formats than
you can shake a stick at, and no nags. No AVI, but lots of other decent
support. Batch converting for creating a single unified palette,
converting to that palette, etc. is supported very well.

Why not output the file in .PNG format, and use that on your web pages?

.PNG format is full color, lossless and the files are quite small in size.

The thing is, JPEG format always means a loss of quality
(unless you set the compression level to 0.. I never tried
that, because it keeps the filesize big, but I think even
then the quality goes down.
What you'll probably want is an invisible loss of quality.
With a good paint program, this can sometimes be achieved by
reducing the amount of colors (using error diffusion), but
the result doesn't always look very good.
I think JPG on a not-too-high/not-too-low compression level
is still the best format for web publishing.

It is true that even 0 compression is not guaranteed not to lose
information under jpeg.  My suggestion is to get the freeware DOS
program cjpeg from www.jpeg.org.  Unlike most converters, it allows
direct access to certain jpeg settings that can help considerably.  Any
setting above about 90% compression is usually a waste of time and
space.  You seldom get any visible difference there.  If you have a
problem image, ofter one with lots of shades of blue and fine details,
use the cjpeg setting "-samples 1x1" when you compress it.  The size
will be a bit larger, but the compressed image will look much better. 
The great majority of images do not need that setting, but if you have a
problem image, try it.  Also, to make your images more jpeg-friendly,
try to avoid large areas of single color with sharp edges.  That is a
sure recipe for artifacting in the compressed image unless you use much
less compression than usual.  Sometimes even then.  Incidentally,
compression numbers between different converters are not comparable.  On
cjpeg, a compression of 90 is minimal compression and high image quality
while some other converters would take 90 to mean extreme compression
and low quality.  Know your tools.

i believe that converting should be done outside of povray and their are
many programs that you can use to do it but one suggestion is that you
shouldn't try to change the size of the pic outside of povray because
when you do the program stretches the pic and doesn't render it so it
will destroy your pic.
