4/3'rds the size. But it's rejecting a 5 meg file because it'll only accept 
1 meg posts. There's just a second setting somewhere that's not right, or 
something like that.

Encoding commonly adds 25% (twentyfive) size, thus the actual file size 
limit is 20% (twenty) less than the maximum permitted, thus for 5 MB the 
uploadable filesize is 4 MB.
