I have finally finished cleaning up my rigging include files. I have created
a HTML instruction page with images. Is it allowable to zip all of this up
and post under scene files?

Yes, it is (in povray.binaries.scene-files) but you might want to put it 
on some webspace instead so people can view the instructions before 
downloading the package.

As Christoph already mentioned, uploading it to some webspace may be 
better. If you have no website of your own, I suggest you add your 
include files to the POV-Ray Wiki, which can be found at

http://www.wikipov.org

There are sections for macros and ready-made objects. Make sure to read 
the welcome paragraph on the first page, it tells you what you need to 
edit pages.
