You could try to greate a noise texture wit vey little ondulation, scale 
it down and use it as a normal for the camera,

That will give you a lot of pixel noise, so make sure to use the new 
anti-aliasing mode 3.

If you are willing to use a second POV-Ray pass, blobblur.inc might work 
for you.
