Here "cloud rendering" is not to be confused with POV-Ray's rendering of
clouds. :-)
Folks have done it as you'll see in the thread. I have only a couple
times started to investigate the possibility - always getting side
tracked before trying. The Amazon web services spot prices look
reasonably cheap to me, but they are variable.

Thanks for the tip. I read through the tutorial you linked to

and this:
https://github.com/awslabs/lambda-ecs-worker-pattern
but still don't understand what to do. For instance, the instructions
don't mention whether you have to install POV-Ray on the VM yourself, or
if it comes pre-installed.
It is all very complex.

:-) Please remember, in me, you are asking someone who hasn't yet done
it himself.
Firstly, I am not aware of any canned, off the shelf, solution ready to
run POV-Ray on a render farm / in the cloud. If that is what you want,
the thread I pointed out isn't the path. If you find a canned solution,
you are likely to pay extra for the work others have done to provide
such a service.
Yes, a VM with POV-Ray installed would need to be created. The most
useful part of the AWS article/tutorial - which is mostly about other
AWS features - is the section showing how to do this VM set up for
Ubuntu 14.04 with POV-Ray.
I don't believe you need to be running linux locally.

I don't know. The answers are out there somewhere. :-)
If I again get interested & successfully work through it myself, I'll
post my experience.
Likewise, if you get something going or find a ready cloud service for
POV-Ray rendering, please let us know.

I have contacted two render farm services and told them about POV-Ray.
They might install it, they say. Let's see.
But my advise is, to encourage any render farm you meet to enable
POV-Ray rendering, too.
