I'm not sure whether you understood my question correctly... I did not 
ask about domain *endings* containing or being "pov" (i. e. 
www.xxxxx.pov) but rather about domains containing "pov" in their name 
parts, such as www.povearth.org!

Can such names be used without explicit permission from the POV team?

Legally speaking a name cannot be used in the context of a certain product
or activity only if that name has been officially trademarked (for use
with such a product or activity. Trademarks are always tied to some
specific usage. For example "Apple" is a trademarked name by Apple Inc,
but only in the context of to computer technology. The trademark does not
apply if you eg. want to use it in the context of food industry.)

If "POV" has been trademarked in relation to computer graphics, then
legally speaking you cannot use it in that context without permission
(although this depends on your jurisdiction, of course; trademarks are
not universal.)

Even if it hasn't been trademarked, it's of course still *polite* to ask
for the use of the term in this context, even if you are not legally bound
to do so.

Since POV can stand for several things I would say that you can. But if

It probably would be best to ask, just to be safe.

But the question you asked was if you could get permission, not could you 
do this without asking permission.  :)
