I read in the docs that the focal blur takes care of anti-aliasing because
of its own sampling method.  I'm fine and dandy with that, but I do have a
quick question.  If I have AA specified in the INI anyway is it going to be
ignored, slow the render down with negligible results, or computed in
addition to the focal blur?

Why didn't you just try it?  POV-Ray does of course tell you what it does!
Then you would already know rather than having to wait for an answer...

No - the AA is turned off automatically if you specify focal blur. Povray
reports this in the console stream? Methinks.
