It will be made available in due course. Please be patient.
You may quote me on that :)
Not quite ready for prime time. Time frame - early next year, maybe.

AFAIK for the official version, No. However, you can get an unofficial
version now. Check out this thread for more info:
http://news.povray.org/povray.documentation.inbuilt/32718/
or just download it from:

Tom,
Thanks! It's exactly that for which I was looking.

Thanks Ken.
In the interim, you may want to refer interested users to the link provided
by Tom Galvin.

Not really.
The purpose of a PDF version of the documentation is printing. I don't
think it makes sense that the POV-Team suggest to print a direct
conversion of the HTML docs and at the same time works on a version much
better suited for printing. That would be a waste of paper.
If you just want to print the HTML docs you can also use the browser
printing function and don't need to download a large PDF.

I am not suggesting that it should be used instead. I was just pointing
out an option for him in the interim. If it solves his need, then great.
The one thing I have learned is that when the POV team delivers, it has
always been worth the wait.

Printing the HTML docs is not a reasonable option. It is not designed to be
printed. It wastes too much space on each page and presents an inferior,
disconnected presentation of the information.
For printed documentation, which I and many other users prefer, PDF or an
equivalent document format is preferred.

Contact this fellow for his web site. I downloaded a PDF of the Povray
documentation from a site I can't in my bookmarks.

But converting to PDF doesn't magically make it print better. A simple,
direct conversion to PDF will not print any better than the original
HTML. A lot of the extra work the documentation people are doing is
precisely to make it print better.
