Is there a way to get POV to check to make sure it actually
CAN continue a trace before spending three quarters of an
hour shooting photons?

Yes, by specifying a image format that supports this? Or what is your
question?

How about saving the photons? You can reload
them and don't have to wait. Since you want to
continue a trace, you'll need the same photons
anyways.

Same applies to radiosity.

Couldn't you backup the png file and then try continuing the trace with
photons turned off? Unless your parse time is enormous you should find
out quick enough.

I think he's talking about the processing POV does before it figures out
that it can't continue a trace. Looking at the source, it parses the
scene and does a lot of initialization before it looks at the output
file. It would be better to check this immediately after reading the
command line and .ini file but before parsing.
