Good idea IMO, but i think one group for both together would be

Mailing lists are threaded. Perhaps you're just using software that
doesn't display mail threading.

I like the idea of a newsgroup devoted to books and documentation. My list
is a private list for people working on our specific title so I see a need
for both.

Most mail clients I have used fail to make use of those headers that
facilitate threading in mail messages. Whereas threading in news
readers is almost universal (though sometimes not as well done as it
could be).
Therefore, for all intents and purposes, my comment about mailing lists
not being threaded is true (at least for a good proportion of readers).

Having said these things I think the case for a news group for any project
is a good idea. People don't get bothered with the emails when they havn't
got time to keep up, anyone can dip in and help out when they've got the
time as all the previous discussions are there on the server in an easy to
access form, you don't have the subscription overheads like "I've changed
my email address and re subscribed so now I'm getting every message twice",
etc.

It might be a good idea to post an announcement and purpose description in
p.a.f-a-q. 'p.d.inbuilt' seems a bit unnecessary to me, 'p.d.custom'
could be more useful, but maybe just having 'p.d.general' for both
together would be enough.
