What would be causing this? I'm trying to upload a local Perl script for
my guestbook. I don't think it's a chmod thing, and AFAIK faricy.net
doesn't require cgi-bin. I get it whether the extension is pl or cgi
too.

Maybe you need to set permissions in .htaccess. Not sure what to add.. I use cgi/SSI
on Apache and have:
AddType text/x-server-parsed-html .html
AddType image/gif .cgi
