Sounds like a dodgy disk (technical expression) - have you tried another
one?

corrupt installation - i had this problem with a copy of v3 a while back,
had to re-download

Clear the browser cache first (especially if using IE), then restart the
browser or better your system. Or get it from the ftp site (with an ftp
client - IE will also cache ftp files).
