The link for Hamapatch goes right to the Japanese page, but I don't see
where to get the English version (unless it's included in the zip with the
Japanese version).

It looks like the author has changed the distribution. That is the english
page. I just downloaded the program and when started it asks you if you
want English or Japanese.
For those concerned with the previous .lzh problem it is now being
distributed in .zip format so there should be no more problems with
that either.
