My Win32 mesh editor is now to the point where it is just barely useful
for making type one PCM files.
It can be found on povray.binaries.utilities.

Two comments:
1 Your readme file could use a little word wrap.
2 I could make points and mark them, but couldn't make triangles.

There was a bug in the code that activated the pop-up menu items.
It's fixed now.
The update has been posted to povray.binaries.utilities. I deleted
the message with the buggy version, but in case you have it cached
the update is version 0.11.
