That's quite strange. Which 4.7?
It's possible that a problem somewhere else caused a side effect. Maybe you
can check that snippet I posted. It works here, so maybe that can help figure
things out.

AFAIK some javascript commands can be embedded inside other tags without
need for the javascript tag. I think that OnMouseOver is one of those.

Just plain 4.7. It shows the URL instead of the ALT. Always.
