That's just like asking which women is more beautiful. It's depends on
viewers eye. Asking this group you will get most certainly one answer:
POVRAY!
Not knowing BMRT very well I would say that it is important how much
work you are willing to put into it. I've seen pics of so called POVRAY
newbies which showed high quality. If I am informed correctly BMRT
depends on so shaders which are difficult to use and make but as I said,
I haven't tried BMRT yet.
The results in the IRTC from BRMT on the other hand look quite good.

And then there are these NGs that can be a great help in finding the
right way to your POVRAY scene.

Difficult question...
I'd say BMRT it _theoretically_ better in most areas. Main problems are the
precipitous learning curve and overall lower level scene description language.
This tips the scale in favour of POV for me, because in practice I can do more
with POV.
The choice is yours. Try both, if you can, then decide for yourself.

I will answer your question with a question - Better quality in what regard ?
Image ?
Interface ?
Construction methods ?
Programming language used ?
Scene description language ?
Number of third party applications that support the program ?
If you want a good answer ask the right questions and be careful
where you ask them !

I mean image quality.
Which one produces the more photorealistic pictures?
Of course when you are really really good at POV-Ray and BMRT.
If you also can write your own cool include files or shaders.
I dont't know, if I should learn to make POV-Ray or Renderman (BMRT) files.
Please answer honest (is this the right english word?).

You should ask "which one is easier to make photorealistic pictures with?".
