The image_map pigment provides for filter/transmit modifiers to specify
these properties for individual color index values, for paletted images.

If an PNG file is specified that is already tagged with transparancy, can
POV respect that?

Note that PNG can store <r,g,b,t> values for pixels, not just <r,g,b>.  For
paletted images, a palette entry can store the Alpha (transparant) value as
well.

If you mean having it use the alpha channel for tranparency, than yes, though
it will be unfiltered.  I don't know about using tranparency in the palette
though.
