You'd have to e-mail Tim Wegner, Fractint developer (Stone Soup Group) and
POV-Team member, to be certain but I believe that work was progressing on
future versions to be portable. I haven't been on CompuServe's GraphDev
Forum for several months but this is where development and bugfixes were
taking place.
As far as integrating Fractint into an official version of POV-Ray, I
doubt it.

Is there a public list somewhere of the active POV-Team members ?
It's difficult to tell from the documentation who is active and
who is retired.

Ken, the listing at the end of the docs is probably the best place to
look, complete with most of our e-mail addresses. It is subject to change at
anytime, though. Personal lives can and should take precedence over a labor
of love, even <sniff> POV-Ray :)
There are members that never post publicly but are active behind the
scenes. Sometimes we may not hear from 'active' members for many months, due
to personal responsibilities or needs, and other times we will receive a
message from a 'retired' Team member letting us know that they have been
following along in lurking mode, just to keep in touch with the latest
happenings. To sum it up, no list can be completely up to date since it'd
have to be revised a couple of times per year.
