The image "Grotesque" in p.b.i basically has such a blob (I initially wanted to
do a brain shape). I posted the source in binaries.scene-files.
Note though that it requires the Superpatch because it uses the spline function.
You might want to keep the spikes, too ;)

The mesh compressor doesn't support blobs... But hey! That's a good idea...
Perhaps Chris could add hair growing support for blobs in his pcm macro... :)
