I saw something about a POV for VMS some time in the past. But now I can't
find it. Does anyone have a version? Would I have to compile it from source?

It's possible that what I read was folk saying how there -wasn't- a VMS
version....

well there is one port at http://www.ctrl-c.liu.se/~minus/
I am currently not aware of the status of it but I think it's working.
and I also think it's a port of version 3.0 not 3.1
