I am trying to create an animation of Jet Boat racing. This involves
boats racing around a man-made circuit of shallow water built on land.
How would I make a height field to represent such a circuit?

Modelling the land that surround the basin and the basin themselves
are not a real problem. I would think that your greatest challenge
will be in modelling the boat wakes on the water itself. For this
last part I have no solid suggestions to make and wish you well in
your endeavors.
For modelling the landscape and basin areas look to my links page
for terrain modelling software compatible with Pov. They are the best
method I know of to create the images neccessary for height fields
and offer more control that do it yourself methods. I recommend you
try the program Leveller first. It is an excellent piece of software
for this type of work and offers many tools not available in other
terrain software packages. You can download a full working demo to
see if you like it and the registration fee if you keep it is very
low for the power it offers.

Just an idea for the boat waves, didn't test it: a half cone with a slightly
rotated wood texture as a normal. Could also be the starting point for a
heightfield.
