I'm downloading the new POV for Windows 3.1 - is there any text to read
about the changes, fixes, enhancements over previous versions?

Nope. In fact they seemed to have replaced the help files with the ken
starr report for some reason. Hmm....

See Changes.txt and Read.me before you use POV-Ray for Windows. These
files detail bugfixes and new features. Important stuff in there.
