All the files in this zip extract with the exception of the executable 
itself. WinZip tells me that windows has blocked the extraction.

Problem with the zip, or should I start digging on my end?

winzip help file pointed me in the right dirrection. drilled to the zip file 
with windows explorer, right-click properties voila an Unlock button .... 
sheesh
