 Does anyone know of a utility to conver from POV to DXF or 3DS file or any
other format that could then be convert into 3DS or DXF format?

There is no  pov to anything converter.

Crossroads offers some very limited POV to other format conversion.

I was able to export a povray mesh to DXF once by this method, but the
primitives doesn't work very well.

Its very difficult ... try to create mesh from fractal object, for
example ;-).
