I've been in Chicago this summer, so perhaps that inspired my day-off doodle.
The doodle turned out better than I expected, so I'm up for suggestions on
filling out the scene.

Something at the waterline to give it a sense of being an actual building. 
Docks or portals or something like that.

I agree, some things to help give it scale and context.  Docks would definitely
be good, but I think craft (either aircraft or watercraft) would make a huge
difference.  Also, it looks like jpeg compression really did a number on that
image.  I would love to see a png version.

That is really nice.

I don't think it needs much just some kind of change where it meets the 
water (like the other guys said), and then render it with a nice off-centre 
wide-angle composition :)

Either that or have people evacuating because of the severe flooding!
