A combination of borrowed items (tree trunks from Tomtree.inc, boat from
Pov-Ray Objects page, background sky)and original ones (palm fronds, storm
cloud, island, water).
The fronds were modelled in Anim8or and converted to a Pov-Ray Mesh2 object
in PoseRay. I think Anim8or should be considered as a POv-Ray modeller
with an easy learning curve. It has a scripting language and an active
forum.
Also, media scattering type 5, with its "eccentricity" keyword, is a good
place to start making interesting Pov-Ray clouds.

Yes, however there are a couple of things that rattle my teeth, so to speak
:-)
- Dimensions are contradictory: The boat is the size of an ocean steamer
(almost) compared to the palm trees and the island. It should be scaled down
by almost 50 to 80% I guess.
- Why are the fronds facing us like windmills ?

except it doesn't show in this image: it looks just like a regular bozo
pattern in the sky_sphere. Scattering media only reveals it beauty against
light. Put the sun behind the clouds and the wow factor will show up.

Thanks all for the help. I redid the image with slightly less stylized palm
fronds and, of course, a smaller boat. I straightened out the horizon also.
I tried placing the light behind the storm cloud to add to the effect of
the type 5 scattering, but it didn't improve the appearance.
Mostly I posted this to see if many other people are using Anim8or to model
for Pov-Ray.

I think the palms are much better now, as is the boat. My biggest hangup on
the image is the island and to a lesser extent, the water. I think the water
could be improved by being fully transparent and using media in it's
interior. keeping fresnel reflection though. It's mostly just too blue in
places where it probably wouldn't be.
I'm not quite sure what to suggest on the island, but it doesn't really look
like sand to me.
It's an improvement though. Nice work

Yes, this is much better indeed. The water too is looking better, although I
miss the breaking of the waves against the island (That's another kettle of
fish entirely).
Remains the texture of the island where the triangulation of the
height_field is a bit too visible I guess. I would also play a bit with the
slope/altitude parameter to get a more interesting effect.
Concerning the cloud, consider Nemesis' answer.

Thanks, Thomas, nemesis and Ross for the help. Another redesign of the palm
fronds to introduce some more depth and randomness. The heightfield is
scaled down along the y-axis and the color of the sand changed. I finally
backlit the clouds to help show off the "eccentricity" in Type 5
scattering.

That's going into the right direction indeed.
Still... I am not entirely satisfied :-)
What about the lighting of your scene? From what I see, it looks like there
is a light behind the camera, pretty low (shadows from the palms) but there
seem to be other lights too (apart from the backlighting of the cloud). I
may be wrong, but I suspect that you use a lot of ambient in your textures'
finish. In particular the fronds are very bright and seem to lack any shadow
casting upon each other. The same can be said for the boat which appears
rather flat.
