You used to be able to do it with high ambient values, but ambient is disabled
when radiosity is on, now... there is that emission keyword in the finish block
though...

NO, radiosity can not illuminate any media.
But, scattering and absorbing media will affect radiosity rays passing
through them even is you don't use media on, and can cause apreciable
shadows if thick or dense enough.
