Does it have any uses besides making textures look smeared beyond N64-level?

Yes: Serving as a testbed for the spherical harmonics math ;-)
I hope to use SH for various improvements to radiosity quality in some 
future version of POV-Ray.

And, if variable ior is ever tackled, I think that it may also help. If 
you can smooth out the variations, the path evaluation should be easier...

I don't see how spherical harmonics could be applied to /that/ feature.
