I'm trying to render the Go board in the Object Collection. However, the 
board seems to not be square. Is this supposed to be the case? I count 
19x19 slots in either direction.

Yes, real go board are not square. Usually, you don't look at the board 
right from the top as in your picture, but with an angle, and then the 
lines seems to form square (you need to put the long direction pointing 
towards you opponent of course).

Yep, traditional go boards are elongated along the axis that passes through both
players.
