I've just uploaded a StairCase macro to the POV-Ray Object Collection at
http://lib.povray.org. This is an adapted and extended version of POV-Stairs
that adheres to the collection naming standards. It does everything that
POV-Stairs did, but adds the ability to generate Spiral Staircases. It also
incorporates components for Stone Steps. There's an adapter to convert
variable names from the old format.
Here's an example of the sort of things you can do with it.

This is great, Chris! Excellent macro indeed. I confess that I still have to
make something serious with it, but it is waiting in the background :-)
