Actually I think I've done more work with Gimp than with POV-Ray for 
this. It might be a WIP, if I can come up with a scene around it.

I once worked with essentially the same effect, designing a height-field
that would bring out certain 3D aspects of a photo.  Can't seem to find
the files just now, but yours looks better anyways :)

Looks very cool.

I don't know why, but I keep thinking it should be animated. Like a short 
video rendered in that style. Obviously that would be a lot of Gimp work!

Surprisingly the HF was most of the work. It's nasty to leave few little 
white pixels in - the result is somewhat spiky.
