Hi;
  I'm relatively new to POV-RAY, so I expect this technique has been 
used before but I found the results interesting.  I created a fractal in 
Xaos, used the png as a heightfield, and then image mapped the png onto 
the heightfield.

Interesting. Yes, has been done :-)
A few suggestions:
- Move the camera away from the vertical to increase the sense of depth
- light the height_field from a lower angle (is there a light, btw?); not 
sure, but you may have to set the finish{ambient} to 0 for the map.
- decrease the vertical scale of the height_field

(note: Do not use html format in newsgroup mails.)

Hi Thomas;
  Thanks for the advice!  And sorry about using HTML format - won't happen
again.  Do you know if anyone has used this technique for modelling objects
from plan views?  I suspect that painting over a plan view could be a quick
way to create a model for POV-RAY and would like to learn more about the
"tips and tricks" of doing it.

Any image will do for making a height_field, but it is not really a smart 
way for making objects. To my knowledge, there is one application 
http://www.archipelis.com/ that attempts to do exactly that.
